We have developed a classification of research users of the FCF, in order to ensure that all users get the best, most appropriate service and access. The classification also determines what level of billing the user will receive based on the principles that basic research users pay the lowest rates and have the most access to the FCF.

User Classifications	Description	Service/Access
Research	- research funded by standard operating   grants from government or not for profit   agencies - need to train multiple personnel	- full guaranteed access - lowest billing fees - training multiple personnel - software licence (2x)
Specialized Clinical Research	- research funded by private interests - eg. clinical trials, drug trials - where testing is not routine clinical tests as   listed in the Reference Center Lists for HRLMP.	- must use FCF Staff for   running samples and   analyses - charge for consultation - billing rates $75/hr, but can be negotiated - limited access
External Users	- private companies needing access to   FCF   equipment/services	- must use FCF staff for    running samples - charge for consultation - billing rates $100/h but can    negotiated - prospects approved by FCF   Director - limited access
