Biosafety Import Permits

If you are importing BSL 2 or higher samples, cells, viruses, bacteria or biological source toxins into Canada you are required to complete Import Permit applications.

In general, two import permits are required from the Public Health Agency of Canada and the Canadian Food Inspection Agency depending on the properties of the pathogen.  The Human Pathogens Importation Regulations web page from PHAC.

Steps for an import permit:

  • The inspection checklists for CFIA and PHAC are filled out by the principal investigator and the biosafety officer and signed off.
  • The biosafety office will fax in the applications along with your import permit application.
  • In 3-5 weeks a “letter of compliance” will be received. This letter is good for 2 years. 
  • The import permit should arrive simultaneously.
  • Provide a copy of your import permit to the Customs and Traffic office so that they can meet requirements at the border. Contact Jan Yeo or John Bentley by e-mail.
  • Any subsequent import permits need to go through the biosafety office for signature.

Permit to Import Human Pathogen

PHAC requires the following application to be completed before granting an Import Permit. The application must be signed off by the institution's Biosafety Officer, Karin Cassidy.

CFIA requires the following application to be completed before granting an Import Permit. The application must be signed off by the institution's Biosafety Officer, Karin Cassidy.
