1. To collaborate with Community-based AIDS Organizations (CBAOs) in evaluating (through a variety of methods) their HIV/AIDS Prevention, Support and Volunteer Programs including Organizational Capacity.

2.To develop and strengthen CBAO interagency alliances and working relationships.

3. To provide, for example, relevant literature, information management skills, relevant culturally sensitive measures and evaluation reports to CBAOs.

4. To discuss evaluation and/or research proposals and findings in the CLEAR Committee and elsewhere.

5. To evaluate the processes and outcomes of CLEAR work and use this information to refine CLEAR's agenda.

6. To promote the effectiveness of CBAOs in the provincial response to HIV/AIDS.
